ACCA SBL: Strategic Business Leader

Of all the exams on the ACCA journey, SBL is the closest to real life. Rather than testing tidy calculations, it drops you straight into the boardroom and asks a simple question: what would you do? It is compulsory for every student, and it also carries the highest pass rate at Strategic Professional. Prepare thoughtfully, and the odds sit firmly in your favour.

What is ACCA SBL?

SBL, Strategic Business Leader, puts you in the shoes of a senior leader or adviser. Brought in during 2018 to replace the former P1 and P3 papers, it weaves governance, strategy, risk, ethics, and leadership into a single, realistic business simulation, drawing on the foundations you built at Applied Skills.

Together with Strategic Business Reporting (SBR), SBL is one of the two compulsory Essentials at Strategic Professional. Everyone sits it, and that shared experience makes it one of the most supported and best-understood papers you will meet. What truly sets SBL apart is the pre-seen: roughly two weeks before the exam you are given background material on the fictitious company you will be advising. It also pays to finish the Ethics and Professional Skills Module (EPSM) first — ACCA finds that students who complete it beforehand tend to perform noticeably better. Every ACCA exam is passed at 50%. SBL regularly posts the highest pass rate of the Strategic Professional papers, typically 46% to 53%, reaching 52% in March 2026. Candidates who dig into the pre-seen and practise writing like an adviser tend to walk away with a pass; those who treat SBL as a memory test tend to come unstuck.

In one line: SBL is a boardroom case study — strategy, risk, governance, ethics and leadership, with a pre-seen company and 20 professional-skills marks that often decide the result.

Who SBL is for

Since there is no way around SBL, every ACCA student takes it. This is the paper that bridges the gap between being a technically capable accountant and being a genuine business leader. Seen that way, SBL is less an exam to survive and more a rehearsal for the career waiting ahead of you.

  • It teaches you to weigh strategy, risk, and ethics together, exactly as real executives must.
  • It builds the communication and judgement that set senior professionals apart.
  • It mirrors the everyday decisions you will face once you have qualified.

Complete the Ethics and Professional Skills Module before you sit SBL if you can — ACCA finds that students who finish EPSM first tend to perform noticeably better.

Syllabus & topics covered

The syllabus is deliberately wide, reflecting the many hats a business leader has to wear. Boiled down, you will explore how leaders set the tone and behave ethically, how boards are governed, how strategy is shaped and risks are managed, how technology and data drive decisions, and how change and projects are led — with sharp communication and judgement tying it all together. The main areas are:

A

Leadership

How leaders set the tone and behave ethically — the starting point for every SBL case.

B

Governance and sustainability

Board issues and ethical dilemmas that show up in nearly every sitting.

C

Strategy

Strategy and the environment — models such as PESTEL, Porter's Five Forces, and SWOT applied to the case.

D

Risk

Spotting, assessing, and responding to the organisation's key risks.

E

Technology and data analytics

Cyber security, big data, and the opportunities new technology brings.

F

Organisational control and audit

How organisations are controlled and assured — internal control, audit and the board's oversight.

G

Finance in planning and decision-making

Financial analysis: interpreting performance and appraising the decisions on the table.

H

Change and project management

Enabling success — managing change and leading projects through the case organisation.

I

Professional skills

Not a topic exactly, but 20 marks you simply cannot leave behind: communication, commercial acumen, analysis, scepticism and evaluation.

J

Employability and digital skills

The CBE and digital skills you need on the day — so the tools do not get in the way of your advice.

Anything can surface, but handle governance and ethics, strategy, risk, technology and data, financial analysis, and professional skills with confidence and you will be ready for the heart of almost any SBL case. SBL's sheer breadth usually calls for more study time than the other papers. Start early, and double-check you are working from the syllabus that matches your exam sitting.

SBL exam format

SBL works a little differently. It is a computer-based exam of 3 hours and 15 minutes, and that time already includes your reading and planning, which you can use whenever you like. There are no multiple-choice questions and no separate sections — simply one integrated case study.

You will work through three tasks carrying different marks, and you may be asked to switch roles — advising the board one moment and a manager the next. Fresh exhibits land on the day (board minutes, reports, emails, spreadsheets), which you combine with the pre-seen. Those 20 professional skills marks — communication, commercial acumen, analysis, scepticism, and evaluation — often separate a narrow fail from a comfortable pass. Because reading time is not bolted on separately, decide in advance how you will divide the 3 hours 15 minutes between reading, thinking, and writing.

Where SBL fits in the ACCA pathway

SBL sits at Strategic Professional as one of two compulsory Essentials, alongside SBR. It draws on the foundations you built at Applied Skills and is designed as a rehearsal for senior leadership.

SBL asks you to think bigger, and that is exactly what makes it so rewarding. Master it and you will not simply pass an exam — you will begin thinking like the leader you are training to become.

How to prepare for SBL

SBL is not a paper you can cram. It rewards preparation, clear thinking, and the aptitude of writing like a trusted adviser. With the strongest pass rate at this level and a genuine head start from the pre-seen, it is a paper where preparation truly pays off.

  • Live with the pre-seen. Spend real time getting to know the company before the exam — its strategy, finances, and stakeholders. Turning up without having studied it throws away your single biggest advantage.
  • Write like an adviser, not a student. Match your tone and format to the role and audience each task hands you. Forgetting the role is a well-worn pitfall.
  • Chase the professional skills marks. Practise being clear, commercial, and analytical, not merely technically correct. Leaving the 20 professional skills marks on the table is a costly habit.
  • Rehearse whole case studies to time. The integrated format is unlike anything else, so practise it end to end. With reading time built in, pace yourself deliberately.
  • Study the examiner's reports. Sitting after sitting, they set out exactly what a strong answer looks like.
  • Get comfortable with the CBE Practice Platform. Knowing the tools inside out frees you to focus on your advice, not the software.

SBL frequently asked questions

Is ACCA SBL hard?
SBL regularly posts the highest pass rate of the Strategic Professional papers, typically 46% to 53%, reaching 52% in March 2026. The pass mark is 50%. Candidates who dig into the pre-seen and practise writing like an adviser tend to pass; those who treat SBL as a memory test tend to come unstuck. The pre-seen advantage is a big part of why the paper is so passable.
How is the SBL exam structured?
SBL is a 3-hour-15-minute computer-based integrated case study. There are no multiple-choice questions and no separate sections. You work through three compulsory tasks (100 marks: 80 technical and 20 professional skills). A pre-seen on the fictitious company is released about two weeks before, and fresh exhibits arrive on the day. Reading and planning time is included in the 3 hours 15 minutes.
What is the SBL pre-seen?
Roughly two weeks before the exam you are given background material on the fictitious company you will be advising. That head start lets you prepare before you even take your seat. Under-using the pre-seen throws away your single biggest advantage — spend real time on the company's strategy, finances, and stakeholders.
Should I complete EPSM before SBL?
Yes, it pays to finish the Ethics and Professional Skills Module first. ACCA finds that students who complete EPSM beforehand tend to perform noticeably better. The 20 professional skills marks in the exam — communication, commercial acumen, analysis, scepticism, and evaluation — often separate a narrow fail from a comfortable pass.
What comes after SBL?
SBL is a compulsory Essential alongside SBR. You also choose two Options from AFM, APM, ATX and AAA. Completing Strategic Professional, the Ethics and Professional Skills module, and the practical experience requirement leads to ACCA membership.
